A request was made to add RLU data to the Acreage Report CLU form. The Acreage Report CLU form's Detail Line section was updated to print RLU data in the Legal Description field after the Legal Description.

Production Report / Acreage Report: Some enhancements were made to the Skip Row page. These changes will apply to all Crop Years:

The Potential Loss Estimator form (available for Plan Codes RP [02] and RPHPE [03] only) has been updated in the following ways for all years:

Peanuts: The Federal Crop Insurance Corporation (FCIC) revised the Peanuts Crop Provisions to allow separate coverage levels by type (planting period) and to make other policy clarifications for the 2020 Crop Year. The provisions print with the MPCI Policy Declaration page when the print option to print provisions with the form is selected. The MPCI Policy Declaration page is available to print from the MPCI Print tab in an individual MPCI policy and from the Batch Printing menu. These changes are applicable for the 2020 Crop Year.

Hybrid Sweet Corn: The Federal Crop Insurance Corporation (FCIC) updated the Hybrid Sweet Corn Seed Crop Provisions. These provisions print with the MPCI Policy Declaration page when the print option to print provisions with the form is selected. The MPCI Policy Declaration page is available to print from the MPCI Print tab in an individual MPCI policy and from the Batch Printing menu. These changes are applicable for the 2020 Crop Year.

STAX: The Federal Crop Insurance Corporation (FCIC) updated the Stacked Income Protection Plan Cotton Crop Provisions. These provisions print with the MPCI Policy Declaration page when the print option to print provisions with the form is selected. The MPCI Policy Declaration page is available to print from the MPCI Print tab in an individual MPCI policy and from the Batch Printing menu. These changes are applicable for the 2020 Crop Year.

Updated 2020 Special Provisions were made available by the RMA on Nov 25 and 27 and have been implemented in the System:

Sweet Potato: The RMA updated the Sweet Potato Crop Provisions for the 2020 and succeeding Crop Years. Rice: The RMA updated the Rice Crop Provisions for the 2020 and succeeding Crop Years. With this ticket, these updated Rice Crop Provisions were implemented. Provisions print with the MPCI Policy Declaration page when the print option to print provisions with the form is selected. The MPCI Policy Declaration page is available to print from the MPCI Print tab in an individual MPCI policy and from the Batch Printing menu.

The RMA updated the Basic Crop Provisions for 2020 and succeeding years for crops with CCD on or after 6/30/19 and 2021 and succeeding years for crops with CCD prior 6/30/19. Provisions print with the MPCI Policy Declaration page when the print option to print provisions with the form is selected. The MPCI Policy Declaration page is available to print from the MPCI Print tab in an individual MPCI policy and from the Batch Printing menu. The updated Basic Crop Provisions implemented will be effective for 2020 and succeeding years for crops with CCD on or after 6/30/19 and 2021 and succeeding years for crops with CCD prior 6/30/19.

Rice: The Commodity Exchange Price Provisions (CEPP) are used in conjunction with either the Common Crop Insurance Policy Basic Provisions or the Area Risk Protection Insurance Basic Provisions along with the Crop Provisions for the following crops: Barley, Canola (including Rapeseed), Corn, Cotton, Grain Sorghum, Rice, Soybeans, Sunflowers, and Wheat. In accordance with Section 1 of either the Common Crop Insurance Policy Basic Provisions or the Area Risk Protection Insurance Basic Provisions, the CEPP specifies how and when the projected and harvest price components will be determined by crop. There are two sections contained in the CEPP:

The RMA updated the Section II: Rice CEPP document for the 2020 and succeeding Crop Years. This ticket implemented revised CEPP Rice Crop Provisions that will be effective for the 2020 Crop Year. Provisions print with the MPCI Policy Declaration page when the print option to print provisions with the form is selected. The MPCI Policy Declaration page is available to print from the MPCI Print tab in an individual MPCI policy and from the Batch Printing menu.

Livestock: An issue was found where the Livestock Risk Protection (LRP) Application was only printing one application page (page one) for the policy instead of one application for each policy county. The LRP Application has been updated for all years to print an application page (page one) for each policy county on the policy.

Livestock: An Initial Accepted Date field has been added to the Livestock Policy Register (Reports > MPCI Reporting > Livestock Register) Excel export following the Error Status Flag. It will be populated with the initial date the endorsement was accepted.

An enhancement request was received to add sorting and filtering functionality to the Maintain Documents page to improve the findability of existing forms (Forms & Docs Menu > Maintain Documents). This ticket added sorting and filtering functionality to the Form Number and Form Name columns on the Maintain Documents page. In addition, a new column was added to display the Category of the form. The new Column category also has the sorting and filtering functionality.

Sugar Beets: On the Schedule of Insurance (SOI), it was found that the Price for Sugar Beets was printing with two decimals instead of three decimals. This was found to be the same with the SOI / Production Report for Sugar Beets. This was a display-only issue. The Price for Sugar Beets premium line(s) was updated to print three decimal places instead of rounding to two decimal places; no changes were done to the SOI formats for Annual Forage, API, PRF and WFRP.

NOTE: TFS #112272 will be updating the Price on the System pages for premium lines to display the Price as three decimals.

Private Product Application: During internal research, it was noticed that the Private Product Application did not include the Tax, Fees, and Surcharge fields when totaling premium. This ticket was created to update the form when those fields are applicable. The logic was updated on the Private Product Application to add the Tax, Fees, and Surcharge fields to the Totals field on the form:

When the custom labels layer is enabled, users now have the option to choose whether to display label lines for custom labels.

The square pattern was not rendering the same way on the printout and the user interface. This has been corrected.

WFRP: In the 8.070 release, functionality to account for the 2018 Farm Bill changes to Native Sod procedures was implemented for the majority of crops/plans. The one exception to this was WFRP. Since Native Sod functionality works a bit differently on WFRP, this ticket was created to address the changes to Native Sod on WFRP separately.

Under the 2018 Farm Bill, Native Sod must be identified with an "N8" Program Indicator code on the P19 and P19A records if the ground was tilled after 12/20/2018. Otherwise, the "NS" Program Indicator and the 2014 Farm Bill Native Sod procedures apply. In addition, when less than 5 acres are broken out, Native Sod procedures do not apply, but RMA requires a Program Indicator Code of "DM" on the P19 and P19A record to identify this De Minimus acreage.

With this ticket, WFRP functionality was updated to account for the 2018 Farm Bill Native Sod procedures. In addition, functionality for De Minimus acreage has been implemented. This includes the following changes:

NOTE: RMA has not yet updated the P19 or P19A records to account for the new Program Indicator Codes applicable to Native Sod under the 2018 Farm Bill. TFS #112416 has been set up to address the necessary transmission changes once RMA makes the changes on their end.

Quote: A bug was reported where a "Sorry..." error was received when attempting to create a new quote for WFRP. Research of this issue confirmed the "Sorry..." error only occurred when the user keyed information in the Detail Line section of the Add New Quote page. Since detail lines are not applicable to WFRP, the System displayed a "Sorry..." error when attempting to create a detail line for a WFRP quote. In addition, research of this issue found that the Tax Year and Accounting Method fields required on WFRP coverages were not displaying on the Add New Quote page.

With this ticket, the following changes have been made:

Perennials: An issue was reported where variability calculations weren't calculating correctly according to guidelines. It was found that the calculations in the Alternate Bearing Test were using a 5-year average instead of a 4-year average. According to CIH guidelines for Alternate Bearing, the System should calculate an average APH using the most recent 5 years in the APH database. If the most recent 5 years are not available, then the System should use the most recent 4 years. For Alternate Bearing tests, the System was updated to now use logic to calculate the yield average by using the most recent 5 years of history in the APH database, and if 5 years is not available, to use the 4 most recent APH years.

Perennials: An issue was reported where the System was not correctly calculating a policy that was flagged for Almond Higher Yield request according to policy guidelines. In looking into the issue, it was found there was was obsolete code still being included in the APH calculation. The System was updated to remove the obsolete code that was causing the issue with the Higher Almond Yield policy procedures from the APH calculation. The System will now correctly update APH calculations according to policy guidelines.

WFRP: During internal testing of WFRP functionality, an issue with the calculation of RX Avg Revenue and Indexed RX Avg Revenues on the Income & Expense Record was identified. The issue was occurring when different years should have been excluded in calculation of RX Avg Revenue vs. Indexed RX Avg Revenue. Instead of excluding one year from each calculation, the System was excluding both years from both calculations.

In addition, while researching this issue, a similar issue was found with RS Avg Revenue and Indexed RS Avg Revenue. When a year qualified for RS in calculation of Indexed RS Avg Revenue, the System was applying RS to that same year when calculating RS Avg Revenue even if the year didn't qualify for RS in calculation of RS Avg Revenue.

With this ticket, the RX Average Revenue, Indexed RX Average Revenue, RS Average Revenue, and Indexed RS Average Revenue calculations have been updated so these bugs no longer occur.

Prevented Planting: During internal testing of Prevented Planting (PP) functionality, an issue was identified where the PP checkbox was not consistently displaying on the Add New and Maintain Detail Line pages. The logic that displays the PP checkbox has been updated so that the PP checkbox displays so long as PP is available for the State/County/Crop.

Sugar Beets: The ADM reflects a price for Sugar Beets (in pounds) as a value with 3 places beyond the decimal. However, the detail line user interface was displaying a rounded value of 2 places beyond the decimal. The issue was identified on the form formatting and then referred back to a display issue on the premium line. This was a display-only issue. The display on the premium line was updated to display the price from the ADM (3 places beyond the decimal).

WFRP: During internal testing, a bug was identified on the WFRP Fast Edit PR page. When final production/revenue is processed via the WFRP Fast Edit PR, if the New Commodity checkbox was previously selected on the Commodity, the System was removing the selection on save of the WFRP Fast Edit PR. With this ticket, the WFRP Fast Edit PR has been updated so that the New Commodity checkbox is no longer removed on save.

NOTE: The New Commodity checkbox only displays on the Maintain Commodity page when revising a commodity.

ICE: For the 2020 Increased Coverage Election (ICE) product changes, this ticket updated the Confirmation of Coverage form. "Loss Deductible" and "Increased Price Option" fields were added to the form and the revision date was updated to "02-2020".

An issue was found where, when editing sales records from the MPCI side, the System was not saving changes. An update was made to correct the issue, and now, when editing the sales record from the MPCI policy, the change is saving correctly.
