Release Notes 8.050.0

A request was received to add phone numbers to the Transfer of Coverage and Right to Indemnity form. A phone line was added for Transferor under the City, State, ZIP line and the Insured's Name on the Transferor's line in the Billing Section above the Signature Section when the form is being printed with a Pre-headed Report Style. Additionally, a phone line for Transferee was added under the City, State, ZIP line that will be blank for manual entry.

Policy Change Form: Based on user feedback, slight changes have been made to the design of the Policy Change Form. All changes will be rolled out as base changes for all Crop Years and for both formats: the API / PRF format and the non-API / PRF format.

NOTE: A couple of clean-up items were found during testing and will be corrected with TFS #111139: 1) The Crop Year data on pages 2+ is currently printing the current year instead of doing year +1; and 2) The Signature Authorization section currently has data printing on labels when the data goes to lines 2 and 3.

Policy Register: When totaling an Excel report exported for the Policy Register, the System was listing the Net Premium of the policy for every coverage within the associated policy. This caused the net premium to appear overstated on the report. The Net Premium listed per coverage on a policy in the Policy Register Report will be the Net Premium associated with that coverage going forward, not the entire policy.

The Private Products Pre-Printed Application (Reports > Private Products Reporting > Pre-Printed Apps) was not generating when batch printing. An update was made to correct this issue.

Companion Policy: An issue was reported on Skip Row Cotton where the companion policy was not using the correct Skip Row calculations, resulting in P11-9271 errors. The workaround was to recalculate the APH and premium in the Additional Functions menu to clear the errors. With this ticket, the Skip Row calculations were corrected when companion detail lines are created to prevent future errors.

Additionally, APH recalculation is needed when Skip Row factor is changed on the premium line. Until now, APH recalculation was not part of the companion-syncing logic; therefore, the premium line calculation was incorrect. With this ticket, APH recalculation will now occur as part of companion syncing if the Skip Row factor is also changed during syncing.

Perennials: In the 2020 RY, RMA implemented a change in the CIH around downward trending calculations when any year in the most recent 3 years in the APH is eligible for the exclusion; this was implemented in the System in recent releases. It was found, however, that calculations were not accounting for the Davis RO exceptions in the final yield determination. The Davis RO exceptions contain a Yield Adjustment Factor (YAF) calculation that is specific to states/crops handled by their office.

The RMA procedure states Para 1862E is applicable if one of the most recent 3 crop years in the APH is in a year that is eligible for exclusion. Section 1862E outlines the downward trending tests which are superseded by the downward trending tests in the Davis RO bulletin. The factor to be applied to the approved yield will be as outlined in the bulletin if the insured crop is in AZ, CA, HI, or UT. If the APH triggers the downward trend calculations and yield adjustment, the adjusted yield will now be applied correctly as the approved APH yield. The Yield Indicator will be set to F, the Special Case Code will be set to F, and the Yield Limitation flag will be set to 11. The rate yield equals the approved yield.

Perennials: The PAW grid for HI Tropical Trees was missing the fields for the user to select the Stage (Range Class) for the current year and was also missing the Tree Summary logic, making it inconsistent with functionality designed for other Plan Code 40 crops. For the 2020+ RYs, the System was updated to add the Tree Summary and Stage fields to the PAW page for the HI Tropical Trees PAW.

TFS #100549 implemented a single-page application modal for Plan 13 (Apiculture and PRF) detail lines in the 8.045 release. After deployment, an issue was identified where, if a coverage didn't have any detail lines, clicking the Add link in the Detail Lines column of the Coverages tab opened the legacy detail line page for PRF and Apiculture instead of the new popup window introduced for the 2020+ RYs. The scope of this ticket ensures that all work for these two crops will be processed on the new, single-page application modal for the 2020+ RYs.

Triticale: In TFS #98646, #102737, and #107635, work was done to update Fast Edit AR and how the System was requiring the selection of a Contract Price when the CP option was elected on the detail line. All these changes in turn then set the crop "Triticale" to incorrectly display an error message within Fast Edit AR and on the Maintain Detail Line page. The System was updated to skip the validations on both the Add\Edit MPCI Premium Line and Fast Edit AR pages that requires a Contract Price when the CP crop option is selected.

Unit Structure: It was determined recently that the System wasn't looping through the unit structure validation when acres were entered directly at the CLU level. When one unit of a basic unit series had acres greater than zero, the detail line continued to display and use a unit structure code of "OU" when it should have been "BU". The default unit structure of "OU" (when the unit number was set up as an optional unit number) continued to apply because the unit structure validation wasn't applied.

WFRP: As part of the 2020 RY WFRP changes, RMA has implemented a new Revenue Substitution (RS) Option. The RS option will allow growers to replace any Allowable Revenue (or Indexed Allowable Revenue amount if using indexing procedures) in their five-year tax history with 60% of the Simple Average (or Indexed Simple Average if using indexing procedures). An RS Average Revenue and Indexed RS Average Revenue (if applicable) are then calculated using the substituted value in place of Allowable/Indexed Allowable Revenue for any years with Allowable Revenue/Indexed Allowable Revenue falling below 60% of the Simple Average/Indexed Simple Average. The RS Avg Revenue is then used in the "higher of" determination for Average Allowable Revenue, and the Indexed RS Avg Revenue is then used in the "higher of" determination for Indexed Average Revenue.

In order to account for the new Revenue Substitution option, the following changes have been implemented:

NOTE: Regulatory changes for WFRP policies are being implemented over multiple releases and will not be ready for use until the 8.060 release.

Written Agreements: Written Agreements were not allowed for California Avocados for the 2018 and prior RYs, but a new crop policy was issued for the 2019+ RYs that now allows them. Since TFS #64301 filtered this crop from being selected in the Coverage dropdown on the Add New Written Agreement page, with this ticket, logic was adjusted to now allow Written Agreements on California Avocados for the 2019+ RYs (per policy provisions).

MPowerD: There was an issue identified where some policies were not displaying one of the sales records that should have been available from Watts for an associated MPCI coverage. This was occurring when there were multiple types and counties for a crop on the MPCI policy and they had Watts records for each practice and type.

The MPowerD policies will now import all sales records from Watts. This will include each quote that will attach to the associated MPCI coverage on the Private Product that may vary by practice for each coverage.

On linked Crop Hail policies, when the associated MPCI coverage had both RP and MP plans of insurance, Prevented Planting acres were importing to the linked Crop Hail policy when Crop Hail was linked to the MP plan of insurance from the MPCI policy. This was because the MP plan of insurance would list the detail lines as Uninsurable when Prevented Planting was reported and linked Crop Hail will import Uninsurable acres.

The import now verifies that the Uninsurable acres have a plant date associated with the detail line. If the acres are Uninsurable and no plant date is present, they will be excluded from importing to the linked Crop Hail policy.
