These release notes provide brief descriptions of changes included in AgWorks 8.015.0.

DESCRIPTION ID #

An enhancement request was received to add functionality to Batch Printing that gives a user the ability to only print the corresponding Growing Season lines for a selected Acreage Reporting Date(s) for the Annual Forage Acreage Report. The following updates have been made for the Acreage Report - Annual Forage form on the Batch Printing menu only (these changes will not display for this form when on the MPCI policy Print tab) for all Crop Years:

A new print option, "Print detail lines for selected Acreage Reporting date(s)", was added for the form.
This new print option will display for selection when the crop selected to print is Annual Forage, an Acreage Reporting Date(s) has been selected from the dropdown, and the pre-filled report style has been selected.
When this new print option is selected, only the Growing Season(s) tied to the ARD will print on the form. Additionally, only the coverages/premium lines tied to the selected Acreage Reporting Date(s) will print on the form; the System will reference the AcreageReportingDate on the MpciPremiumLine table. If a coverage does not have any premium lines entered, a detail line will only print for the coverage if the "Include a detail line for coverages with no detail lines" print option has also been selected.
This new print option defaults as unselected.
A disclaimer was added to the Batch Printing menu that reads: "WARNING: If you have not selected any Acreage Reporting dates then all detail lines will print." This disclaimer will show below the new print option when the pre-filled report style is selected. The disclaimer displays in red in italics.

The System has been updated to support printing the MPCI Application for Dairy Revenue Protection (DRP) policies. The following updates were made for all Crop Years:

The Application / Change / Transfer / Cancel Form was added to the DRP Print menu in alpha order.
The following report styles will be available to select from for the application:
Blank Form
Pre-Headed Form – with Agency info only
Pre-Headed Form – with Applicant / Insured & Agency info only
Pre-Filled Form (default report style)
The following print options will be available for the application:
"Include Extra SSN and EIN Reporting Page" – available for all report styles. This print option defaults as unselected.
"Display Unmasked Tax IDs" – available for the "Pre-Headed with Applicant / Insured & Agency info only" and "Pre-Filled" report styles. This print option defaults as unselected.
When this form is selected on the DRP Print menu, Grower, Agency, Agent, and DRP data will print.
When this form is selected on the MPCI Print menu, Grower, Agency, Agent, and MPCI data will continue to print as it does today.
When this form is scanned in via Batch Scanning and the MPCI Application was printed from the DRP Print menu, the form will have the Attachment Type of "DRP Application".
When this form is scanned in via Batch Scanning and the MPCI Application was printed from the MPCI Print menu, the form will have the Attachment type of "MPCI Application/Cancel/Transfer/Change"—just like it does today.

It was found that, when a STAX coverage was linked to another coverage on the policy, the STAX coverage would not print in the Crop Summary on the CLU based Acreage Report. If the STAX coverage was not linked properly to the related coverage, then the STAX coverage would print in the CLU based Acreage Report's Crop Summary. The CLU based Acreage Report was updated to print the related STAX coverage in the Crop Summary correctly.

NOTE: The non-CLU based Acreage Report is printing correctly.

A red Telerik error was occurring on the High-Risk Alternate Coverage Endorsement (HR-ACE) Application when an assignment of indemnity (AOI) had an ampersand (&) in its name. The HR-ACE Application was updated so a red Telerik will not occur when the AOI has an ampersand in its name.

An enhancement request was received to add a print option that will allow the user to print the Schedule of Insurance (SOI) / Production Report as an SOI or a Production Report for the QR Code for Batch Scanning. The following changes have been made to the Schedule of Insurance / Production Report for all Crop Years:

The QR Code was turned back on. The QR Code default will be for a Schedule of Insurance and for the current year.
A new print option, "Print the QR Code as a Production Report", was added for the form.
When the "Print the QR Code as a Production Report" print option has been selected, the QR code will be for a Production Report and the current year plus one.

During testing, automation found that when a user was printing the Private Products Schedule of Insurance and it contained more than one page, the page numbers were printed on the bottom-middle of the page instead of on the bottom-right. Only the last page was printing with the page number on the bottom-right. A correction was made to the Private Products Schedule of Insurance so that, when multiple pages are printed, the page number always prints on the bottom-right side now.

Livestock

DESCRIPTION ID #

An issue was identified internally on the Create New Livestock Policy page. The issue was only happening if the user had the screen condensed. What was found was that if you condensed the Create New Livestock Policy page, the Livestock Policy Details section (which appears after the user has selected the Program Type) had an alignment issue causing that whole section to be indented, leaving a portion of that section blank. The Create New Livestock Policy page was updated so the body of the Livestock Policy Details section now left justifies like all the other sections when the window isn't full screen.

VFR: As part of the 2018 Farm Bill, beginning in the 2019 Reinsurance Year (RY), RMA has issued procedures for Veteran Farmer Ranchers (VFRs). In order to account for the new VFR program, the existing BFR functionality has been updated to include VFR. This included a number of label updates as well as updates to the BFR/VFR Application page and Grower for Policy page. In addition, we took this opportunity to clean up the Grower for Policy page by moving BFR/VFR Certification information and Conservation Compliance information to their own collapsible banners. This ticket handles the UI Changes only; all other changes will be addressed with separate TFS tickets. A full list of changes is below.

The Grower for Policy page was cleaned up by creating new sections for BFR/VFR and Conservation Compliance.
The System will display a new banner for "Beginning & Veteran Farmer Rancher Information" on the Grower for Policy page.
This banner will display as collapsed unless the BFR/VFR checkbox is selected.
All BFR/VFR fields have been moved to this new section including:

Certification Date
Years of Eligibility
AIP Approval Date
The System will display a new banner for "Conservation Compliance Information" on the Grower for Policy page.
This banner will display as collapsed unless the grower or one or more SBIs are set to out of compliance.
All Conservation Compliance related fields have been moved to this new section including:
Conservation Compliance Status dropdown
Tenant Relief checkbox
AIP Approval Date
Subsidy Reduction
First Time Farmer dropdown
Compliance Certification Signature Date (This is only applicable to LRP and LGM plans.)
The BFR functionality on the Grower for Policy page was updated to include VFR.
A new field, Application Type, was added.
In this field, users will choose either BFR or VFR.
The System will require the user to make a selection in this field if the BFR/VFR checkbox is selected.
Agency users will have the ability to edit this checkbox until the AIP Approval Date is keyed.
As part of this ticket, a script was run to populate this field with BFR for all existing policies where the BFR checkbox is selected.
A message was added that displays on the Grower Wizard to reference BFR/VFR.
When changing the agency, entity type, or tax ID number on the Grower for Policy page, the System will display the Grower Wizard. If the BFR/VFR checkbox is selected, a message will display on the last page of the Grower Wizard, notifying the user that the BFR/VFR status may require re-approval by the AIP.
The premium calculation logic was updated for all three Livestock plans to account for the VFR subsidy.

MPCI

DESCRIPTION ID #

Companion Policy: On a policy where Companion links existed, when a user edited the grower's address and phone and then selected Save & Exit, the System was incorrectly warning the user that "Changing the agency will result all associated companion links to be removed". However, no agency changes were made, so the warning should not have been triggered. With this ticket, the logic throwing the invalid warning message has been corrected. The warning message has also been updated so that if it's utilized elsewhere it correctly reads: "Changing the agency will result in all associated companion links to be removed". Previously, the word "in" was missing in the message.

For the 2020+ RYs, in an effort to continue to streamline processing workflows for agency users, a paperclip icon was added to the Signature Maintenance popup of the Fast Edit PR and Fast Edit AR grids to enable quicker attachment of policy documents. When clicked, the System will open the Attachments popup so users can attach grower-signed documents to the policy file. There were no changes to Attachment functionality; this is merely a new access point within the processing workflow to attach a document should the user wish to while processing a policy. This eliminates the need for a user to go back into the policy at a later time to add attachments.

APH: An issue was reported where the New Crop P/T APH Override was not applying correctly for Cotton. It was found that the System was not applying the T-Yield, which was higher than the Simple Average after saving the APH. The New Crop P/T calculator was updated for Skip Row Cotton.

APH: For the 2020 RY, RMA will begin imposing a Late Reported Reason (LRR) on APH records received for the first time 30 days or more after the Production Reporting Date. The 1%, 2%, or 3% reduction will be similar to the Late Reported Reason code that displays on the coverage record. The Late Reported Reason code will be pulled from the D00006 ICE table and will have to be transmitted on the P15 record. With this ticket, several new fields were added:

A field was added to the APH page and APH database table to account for the new Late Reported Reason (LRR) Waiver. If the LRR Waiver is applicable to an AIP user with the appropriate System Function, the user will need to apply the waiver flag to the APH unit(s). The System will then send the waiver code in the transmission file. The transmission changes will be handled under TFS #103989 and #105297.
For the 2020+ RYs, a new Additional Company Info banner has been added to the View APH and Maintain APH pages. The banner displays under the Save buttons and above the Shareholder section. Only users with the MPCI APH System Function's custom right, "CIS/UW", will have access to this section. The new banner will default to collapsed, allowing a user to expand on click.
The Additional Company Info section contains a new field allowing users with the previously-specified System Function to add the new Waiver code if applicable. The new field has a dropdown selection that defaults to "--Select--". Once the Waiver code has been selected and the APH has been saved, the waiver designation will be stored within the APH database. Note, this is only applicable for a select number of Category B crops for 2020 at this time. This list contains, but is not limited to, Wheat, Barley, Cotton, Soybeans, and Corn. For a full list, refer to the D00006 ICE table and its Late Reported Reduction Flag column.
To account for situations where users will want to apply or remove the flag on multiple APHs at one time, a new Apply LRR Waiver to APH option displays in the Additional Functions dropdown. Again, this will only be an option for users with the specified System Function called out above. This option will also only display for crops with plans that have an APH. Once selected, a popup will display allowing users to select or deselect the applicable units and save the changes for all units at one time.

At this time, the APH drawer within the Fast Edit PR and Fast Edit AR pages is not included in the scope of this functionality.

SCO: During UAT of TFS #103520, an issue was found where the Trigger Value and Expected County Yield were not displaying on SE SCO child of child lines. The display of information from the ADM has been corrected.

Annual Forage: As part of the Annual Forage updates for the 2020 Reinsurance Year, RMA issued a new Dual Use (DU) option. The majority of the functionality for this new option was implemented in the 8.000 release with TFS #102178. However, at that time, RMA had not updated the Price ADM table to include different price and County Base Values (CBVs) for the Dual Use option.

RMA has now issued the necessary updates to the Price ADM table, so with this ticket, the rating logic for the Dual Use option for Annual Forage has been implemented. When the DU option is selected on a detail line, the System will use the Price and County Base Value (CBV) for the DU option from the Price ADM table.

NOTE: Due to an issue with ICE D00162 Plant Date Range, users will receive a hard error on save of an Annual Forage detail line with a planting date in the 2020 RY. This ICE table currently lists the same date ranges in the 2020 table as are listed in the 2019 table. Once RMA updates this table on their end, users will have the ability to enter valid dates. RMA has been notified of this issue with their ICE table.

Private Products

It was discovered that when the Factor Ins/Acres by Share was marked as "no" for a Cotton Max Stepladder endorsement, it was still taking the share into account for the max IPA that would be allowed on the policy. Please note that this endorsement does have a Max IPA load of 200. A correction was made to the Cotton Max Stepladder endorsement to take into account whether the Factor Ins/Acre by Share is marked or not. Previously, it was taking the share into count even when it was marked as no.

This is a testing ticket related to work done with TFS #105903. An issue was found where, when a user was on an existing linked Hail (Annual or Continuous) policy with an existing endorsement line, if they edited and updated the parent line Policy Form code, the endorsement wasn't showing on the policy detail lines when acres were imported to the Private Product policy. This issue has been resolved.
