2019 Special Provisions updates were made available from RMA on 12/20/2018. The following Special Provisions (2019_SPOI_0131.zip) for 2019 have been downloaded:

A request was received to indicate Short Rate (SR) acres on the Production Reporting type of forms. The following updates have been made for all years:

The Whole-Farm History Report Page of the WFRP Combo Form has been updated so that the Indexed and Historic Averages are now rounding to the whole dollar and displaying zero cents.

Updated provisions for Pecan Trees were added with TFS #93304, but ADMs had not been released for Pecan Trees at that time. ADMs are now available, so testing was completed to confirm that the updated provisions are printing. The following updated provisions were added for the 2019+ CYs (2018+ RYs):

RMA released Multi-County Enterprise Unit Endorsement (MCEU) provisions for the 2019 and succeeding Crop Years (CYs). Provisions print with the MPCI Policy Declaration Page when the print option to print provisions with the form is selected. The MPCI Policy Declaration Page is available to print from the MPCI policy Print tab and from the Batch Printing menu. Provision functionality has been updated to print the MCEU Endorsement Provision with the Policy Declaration Page when the "MC" option has been selected on a coverage.

WFRP: The MPCI liability and estimated MPCI liability fields on the WFRP Income/Expense tab have been updated to reflect formatting in a dollar format (comma separation and $ sign). This change was made for display consistency in the user interface as well as readability of the values.

Accounting: Logic has been updated for an IA Department of Ag Land Stewardship (IDALS) Subsidy transaction to be reflected on the Policy Balance tab when the IDALS Subsidy amount is applicable on a specific coverage. There is a new Premium Transaction Type with the Transaction Description that identifies an IDALS Subsidy.

With this ticket, the HarvestMAX rates that are calculated and used to determine the premium on the HarvestMAX policy from tables provided by the AIP were tested.

Updates have been made to support the use of SRC (endorsement codes 1992, 1993, and 1994) in the policy issuance side of the System. These updates allow the use of SRC as an optional endorsement. Additionally, these updates address those that are ARCH policies and not those that are stand-alone Hail, per requirements. Mark Complete processing and Submit of Acres processing have been updated to get the rate correctly and look at if the land is High Risk or FAC practice when determining the rate to return.

An enhancement was made for the previous years' Submit of Acres for non-admin users. A message will now display when the user cannot submit the acres. If the Submit Acres button is visible, a message will now display for the user if they can’t submit acres. This applies to linked products. One of the following reasons will now be shown when the message appears:

An update was made to the Private Products policy Attachments tab. This tab now looks and functions like the MPCI policy Attachments tab and includes the Add Attachment button. Once the Add Attachment button has been clicked, users will see the Select file(s) to attach popup—the same user interface as the MPCI policy's Attachments tab when the same button is clicked. Users will also now have the option to add the same attachment to multiple policies associated with the same grower.

For states that have a State Tax percent to be charged to Private Product policies, an issue was found where the tax was not being applied to policies that had an adjustment to meet the minimum premium amount. An enhancement was made to charge a State Tax on policies that require an adjustment in order to meet the minimum premium amount. The minimum amount to be charged for State Tax is "$1.00".
