RMA updated the Pre-Acceptance Inspection Report (PAIR) for Florida (FL) Citrus Fruit in the December 21st publication of the 2018 Document and Supplemental Standards Handbook (DSSH). The updates are effective for policies for the 2018 and succeeding Crop Years with crops that have a contract change date of November 30, 2017 or later. While researching the DSSH change, it was determined that the System did not previously have the FL Citrus Fruit PAIR:

The Dec 21 DSSH change to the FL Citrus Fruit PAIR was only a single word.
The new FL Citrus Fruit PAIR form was added to the MPCI policy Print tab and the Batch Printing tool (Tools > Batch Printing) in alpha order. The title is "Pre-Acceptance Inspection Report - FL Citrus Fruit".
The form has 3 report styles (Blank, Pre-head for Agency Only, and Pre-head with Insured and Agency info).
The form has a QR code and can be used in the Batch Scanning functionality as a permanent form with the Attachment Type of "PAIR".
The version date was updated to "02-2018".
A FL Citrus Fruit PAIR form will print for each coverage selected to print.

RMA updated the Producer's Pre-Acceptance Worksheet (PAW) for Florida (FL) Citrus Fruit in the 2018 Document and Supplemental Standards Handbook (DSSH). So, the PAW for Florida Citrus was updated to meet the new form standards—this includes the addition of several fields.

Beginning with the 2018 RY, RMA has added a new procedure that allows growers to select to exclude acreage damaged by an unavoidable uninsured fire (UUF) and/or a third party. When a grower makes this election, the Acreage Report must be updated to indicate what acreage was damaged by an unavoidable uninsured fire (UUF) and/or a third party.

NOTE: This requirement is waived for 2017 UUF/Third Party Damage acreage. RMA has added a new Acreage Type of "K – Unavoidable Uninsured Fire or Third Party Damage" to the Acreage Type ICE Table (ICE D00142) to account for reporting of UUF/Third Party Damage acreage. TFS #75004 in Release 6.040 added a description to the new Acreage Type of "K" that displays on the detail line, detail line drawer, and CLU grid.

With this ticket, the following changes were made:

The version date was updated to "02-2018".
The alpha code of the Acreage Type or Uninsured Reason will print in the Acreage Type field if one has been entered.
The Acreage Type legend was added in the footer on the last Statement Page.

WFRP: The 2018 Whole-Farm Revenue Protection (WFRP) Handbook added a new form for WFRP. The new Whole-Farm Revenue Protection Expected Value and Yield Documentation Worksheet form was added to the MPCI policy Print tab and the Batch Printing tool (Tools > Batch Printing) for the 2018+ RYs. This form has a QR code, can be used in the Batch Scanning functionality as a permanent form with an Attachment Type of "WFRP Exp Value & Yld Wksht", has 3 report styles (Blank, Pre-head for Agency Only, and Pre-head with Insured and Agency info), and an updated version of "01-2018".

ICE: ProAg has introduced enhancements to the Increased Coverage Election product. This ticket updated the Confirmation of Coverage and Schedule of Insurance forms in order to accommodate the product enhancements. The changes will apply to ICE products for 2018 going forward. These changes are applicable to all places the COC and SOI prints on the UI.

The following updates will be implemented on the ICE Confirmation of Coverage form:

The ICE Option field was added following the Policy Form field. The data will match the selection made on the user interface.
The version date was updated to "(02-2018)".

In certain counties, TA is valid for a specific Practice/Type for a crop (e.g., valid for IRR but not NonIRR), but the Estimated Yields for TA were being populated on the APH Analysis Worksheet for the invalid Practice/Type. The APH Analysis Worksheet for TA was updated so that when it is not applicable for a Practice/Type, the TA Estimated Yields will no longer calculate and print.

MPowerD: In testing MPowerD (MPD), it was discovered that the detail lines would only print correctly if the corresponding MPCI policy had the detail line set up. This ticket will fix this issue, allowing the MPowerD COC to print all detail lines on the MPD policy.

RMA updated the Grove Producer's Pre-Acceptance Worksheet (PAW) for Florida (FL) Fruit Tree in the 2018 FL Fruit Tree Handbook. These changes are for all years:

The Applicant / Insured’s Phone Number is now left justified in the Applicant / Insured's Info field on page 1.
The Agency's Address plus Agency and Agent Phone numbers were added to the Agency / Agent info field on page 1. Also, the label was updated to "Agency Name and Agent Contact Information" on page 1.
The AIP Representative’s Printed Name, Signature, and Date of Inspection fields were added in the signature section on the Statement Page.
The Legend was updated with a label to the section and "** Additional Exist" was moved to print behind the single asterisk item.
The version date was updated to "02-2018".
The form number was updated to "840FT" from "840".

While testing 6.075, it was found that the "+" sign was not printing on the WFRP Schedule of Insurance (SOI) when the coverage was in a "Pending" or "Incomplete" status to signify that the premium/liabilities are an estimate only. The WFRP SOI was updated to print the "+" sign when a coverage is in a "Pending" or "Incomplete" status.

Production Hail: A request was made to add the Unit Structure to the Application form for all Production Hail products. This enhancement was a base change for all Crop Years and for Production Plan products only. This change will affect the Application in all printing areas. DESCRIPTION ID #

Policy: A request was made to force the user to select the Agent Name on the Add New Policy page if there is more than one agent licensed and appointed in the policy state for that agency. Previously, the System defaulted to the first agent in the dropdown, which could easily be overlooked by the processor.

This request involves adding a "--Select--" option to the top of the dropdown list as the default option if there is more than one name pulled into the list. If there is only one agent, the System defaults that agent name. The ticket also required the addition of a new validation at Save, Save & Add, and Save & Exit to be returned if the user fails to select an agent name.

NOTE: TFS #84701 has been set up to address an issue with inactive agents showing in the Agent dropdown. That ticket will be handled in a later release.

Malt Barley: RMA issued PM-17-038 around changes to the Malt Barley Endorsement (ME option) for the 2018+ RYs. One of the changes made to the policy and handbook was to clarify that the weighted average price for ME is to be determined using planted and insurable acres only. In addition, any non-contracted acres should be determined as total insurable planted acres minus contracted acres.

While the System is correctly not including prevented plant (PP) acres, it was including uninsurable (UI) acres in the Malt Barley Worksheet, Malt Barley Price Worksheet, weighted average price calculation, and non-contracted acres calculation. This ticket updated the following for Malt Barley:

1. The Malt Yield Worksheet section of the Malt Barley Worksheet was updated to only list the insurable reported acres.
a. Previously, the System included both Insurable and Uninsurable acres in the Reported Acres column. Going forward, this column should only populate with the Insurable Reported Acres.
b. The column heading was updated to now read "Reported Insurable Acres" rather than "Reported Acres".
2. The Malt Endorsement Price Worksheet was updated to populate based on values from each of the contracts entered where Crop Type is "Malting (Winter)", "Malting (Spring)", or "All". Previously, the System was not displaying the contracts if the Crop Type was "All".
3. The calculation logic was updated for the Non-Contract Acres field in the Malt Endorsement Price Worksheet section.
a. Previously, the calculation logic for the Non-Contract Acres was using the Total Reported Acres.
b. Due to the change in Requirement #1 above, the Non-Contract Acres Total calculation was updated to be Total Insurable Reported Acres minus Total Contract Acres.

RMA issued PM-17-038 around changes to the Malt Barley Endorsement (ME option) for the 2018+ RYs. One of the changes called out is that if an insured has contracts for both organic and conventional Malting Barley, all projected price calculations as well as contract and non-contract acreage calculations must be completed separately with organic acreage using organic contracts and conventional acreage using the conventional contracts.

This ticket updated the Malt Barley Worksheet, Malt Barley Price Worksheet, weighted average price calculation, and non-contracted acres calculation to consider organic and conventional detail lines separately if both organic and conventional contracts exist. Users must select the appropriate practice when adding the Malt contract for the System to function correctly.

1. The Malt Barley Worksheet was split to now have a section for Organic Acreage and a section for Non-Organic Acreage.
a. Each section—Non-Organic Acreage and Organic Acreage—will each have their own Malt Yield Worksheet grid and Malt Endorsement Price Worksheet grid.
b. The calculations are the same with the exception of the Non-Organic Acreage only populating for the top section and the Organic Acreage only populating for the bottom section.
c. Non-Organic Acreage:
i. The top Malt Yield Worksheet grid and Malt Endorsement Price Worksheet grid will now have red, bold font in the middle of the banner reading "Non-Organic Acreage".
ii. Only acreage with the following practices will be pulled into the Malt Yield Worksheet (Non-Organic Acreage) grid, and
iii. Only contracts specifying one of the following practices will be pulled into the Malt Endorsement Price Worksheet (Non-Organic Acreage) grid:
002 - Irrigated
003 - Non-Irrigated
004 - Continuous
005 - Summerfallow
d. Organic Acreage:
i. The bottom Malt Yield Worksheet grid and Malt Endorsement Price Worksheet grid will now have red, bold font in the middle of the banner reading "Organic Acreage".

PHTS: An issue was reported where PHTS import logic was importing detail lines to the Margin Protection coverage when there was an MPCI Plan of 090, 01, 02, or 03 for the same State/County/Crop. PHTS import logic has been changed to correctly link premium lines (P11) imported to policy coverages.

Yield Cup: In the 6.075 release with TFS #82114, the APH logic was updated to account for RMA's conversion of the Yield Cup procedures to the new Yield Cup "YC" option in 2018 for crops with an 11/30 or later Filing Date and for all crops in 2019. As part of these Yield Cup changes, the Master Yield (MY) and Personal T-Yield (PTY) calculations were impacted. For Master Yields, the new Yield Cup procedures state that the YC option and applicable procedures apply to the MY summary unit only, if applicable, and not the underlying non-summary units. For Personal T-Yields (PTY) the new Yield Cup procedures state that the "YC" option does not apply to the summary PTY unit but can apply to any non-summary units, regardless of if a PTY applies in the current or previous years.

With this ticket, the MY and PTY functionality was updated to account for Yield Cup. The System will allow the Yield Cup option to be applied to MY summary units only. In addition, the System will allow Yield Cup to be applied to PTY non-summary units only. The auto-created MY logic was updated to determine and apply a prior year yield if an MY existed in the prior year for the same Crop/Type/Practice/T-Yield Map Area. If an MY exists in the prior year, the System will set the prior year yield on the current MY to the approved yield from the prior year MY.

NOTE: TFS #84524 will update auto-created MY Summary units to allow prior year yield to be keyed by the user and add the YC opt out flag.

Yield Cup: During internal testing of the new YC (Yield Cup option) functionality, a bug with the APH calculation was identified. When the Yield Cup was equal to the TA average, the System was applying the Yield Cup and YC option instead of the TA average. The Yield Cup should only apply when it is greater than the TA average; if the two values are equal, and that is the highest yield, then the TA average applies.

The APH calculation has been updated to use the TA average as the approved yield when the TA average and Yield Cup values are the highest yields calculated and the TA average is equal to the Yield Cup value.

Yield Cup: During internal testing of the new YC (Yield Cup option) functionality, a bug with the APH calculation was identified. The System was not consistently applying the Yield Cup, if it was applicable and was the highest yield on the policy, when TA also existed on the APH.

The APH calculation has been updated to use the Yield Cup if it is the highest yield available and the grower has not opted out of using the Yield Cup.

Yield Cup: During internal testing of the new YC (Yield Cup option) functionality, a bug with the Yield Limitation flag was identified. When a Cup was initially applied to the APH and the user then updated the APH so that the Yield Cup no longer applied, the System was retaining the Yield Limitation code of "16". This bug has been resolved. This System will no longer retain the Yield Limitation code of "16" if the Yield Cup no longer applies.

APH: A bug was introduced as part of Perennial changes made in the 6.055 release in December. This bug impacted the correct yield indicator from persisting to the APH on save. Yield indicators are required PASS elements in certain situations. The following is logic around restoration of the correct yield indicator on the APH record:

If the APH Procedural Exception Code is "R", then the yield indicator should be "CR".
If the APH Procedural Exception Code is "D", then the yield indicator should be "SB".
If the APH Procedural Exception Code is "N", then the Yield Indicator code should "NB".
If the APH Override code is "Added Land Simple Average", then the Yield Indicator should be "A" or "AL".
If the APH Override code is "Added Land Variable TYield", then the Yield Indicator should be "B", "C", "BL", or "CL".
If the APH/Premium line contains "PY", then the Yield Indicator should be "K".
If there is a calculated Master Yield Summary Unit, then the Yield Indicator should be "M".
Perennial Yield Indicator Codes were not affected by this bug (e.g., "V", "VH", "VL", or "W")

Peanuts: Back in 2015, RMA started allowing Peanuts insured under Yield Protection (Plan Code 01) only to utilize the Contract Price Addendum (CP option) and a Weighted Average Price. This functionality was implemented for Plan 01 Peanuts back in 2015 and includes the following functionality: allowing the CP option to be applied to the coverage, allowing contracts to be created for Peanuts with Plan 01 and the CP option selected, detail line functionality to apply contracts and the CP option to the detail line, creation of contact and non-contract acreage detail lines in the database, calculation of pounds remaining on a contract, and calculation of a weighted average price.

Beginning in the 2018 RY, RMA is expanding the CP option and Weighted Average Price to Plans 02 and 03 Peanuts. Given this, with this ticket, existing functionality was expanded for Plan 01 Peanuts with the CP option applied to also apply to Plans 02 and 03 Peanuts. The System functionality for Peanut contracts and Weighted Average Price have been updated to also include Plans 02 and 03. This includes the following functionality:

Applying the "CP" option to the coverage if available in the ADMs.
Ability to create contracts for the coverage if the "CP" option is applied to the coverage.
Ability to apply contracts to the detail lines.
Calculation of a Weighted Average Price for all detail lines for the Type if a contract is applied to one or more detail lines for the Type.
Calculation of remaining pounds on a contract after the contract has been selected on a detail line.

Note on Calculating Weighted Average Prices: Peanut prices have not yet been released. When calculating a Weighted Average Price, if a detail line has more Total Pounds than available Contract Pounds, the System creates a non-contract line. The Projected Price will apply to the non-contract line in the Weighted Average Price calculation. Until the prices for Peanuts are released, the System will use "$0.00" as the price for the non-contract line. A testing-only ticket, TFS #84909, has been set up to re-test the Weighted Average Price calculation once Peanut prices are released.

Policies: An issue was found when setting up new coverages for a grower. SBIs were selected at the bottom of the Add Coverage page; however, at save, they did not persist to the Grower tab and were not attached to the new policy. The issue was identified and has been corrected, and SBIs are now getting attached at save of new coverages/policies.

Yield Cup: Beginning in 2018, for crops with a filing date of 11/30 or later and in 2019 for all crops, RMA has converted the Yield Cup procedures to a new "YC" option code. Prior to the changes announced for 2018, a Yield Cup was automatically applied to an APH when the Approved Yield declined more than 10% from the Prior Year Yield. A 5% premium surcharge applied when this cup procedure was utilized.

Under the new "YC" option code, the grower will need to elect the option on the coverage and then, if the yield calculated using the cup is higher than any other methods, including YE, YA, and TA, the Approved Yield will be calculated using the cup. Under this new procedure, RMA has also changed the rating methodology for Yield Cup. The 5% premium surcharge no longer applies; instead, an Adjusted Yield will be calculated and used to determine an effective Coverage Level that is used to determine the premium rate. This rating logic is similar to that used for YE and TA.

With this ticket, the rating calculator was updated to apply the new rating logic for YC.

Yield Cup: In the 6.075 release, functionality was implemented for the new Yield Cup option. During internal testing, a bug with the estimated standard procedure Approved Yield was identified. This value is calculated by the TA/YE/YC Recalc Utility and displays in the comparison popup on the APH. Prior to the changes to Yield Cup for 2018, the standard procedure Approved Yield was the higher of the Average Yield, Adjusted Yield (if YA is on the coverage), Yield Floor, and Yield Cup. For 2018+ crops with an 11/30 or later filing date and for all 2019+ crops, Yield Cup is now the YC option. Since YC is now an option, it should no longer be considered in the estimated standard procedure Approved Yield value calculated by the TA/YE/YC Recalc Utility. With this ticket, the TA/YE/YC Recalc Utility was updated to no longer consider the Yield Cup as part of the calculation of the estimated standard procedure Approved Yield.

Yield Cup: With TFS #82114, the new YC APH calculations were implemented. A bug was found where the old cup logic was not applying to an APH database when it should have. A change has been made to crops with a CCD prior to 11/30 where, if YA/Yield Floor is not applicable and the Cup is a valid Approved Yield, the cup will be applied.

Fast Edit AR & PR: During internal testing, an issue was found with popup windows not re-centering when resizing the main window. The user who found the issue was viewing the Malt Barley worksheet in the Fast Edit AR. They had their window sized down and when they expanded the window to the full size, the Malt Worksheet did not re-center as expected. The System has been updated so that, when changing the size of the main window, the popup automatically re-sizes as well.

Master Yields: Tickets in the 6.080 release involve Master Yields that will require recalculation post deployment. Recalculation will involve removing and re-applying the Master Yield already put into place before full Yield Cup calculations were implemented.

The query attached to this ticket contains a query of all Master Yields that are currently in place for the 2018 RY for the AIP. It is this scope of policies that will need to be recalculated to accurately apply the Yield Cup option functionality.

Peanuts: When adding Peanut contracts, the user must select "Add New Contract" from the Utilities tab. When entering contract information, one of the dropdowns that populates is the Warehouse Code. The information was displaying in this dropdown by code number rather than in an alpha order. With this ticket, the dropdown was updated to display the Warehouse options in alpha code order rather than numerical for easier selection by the agent user.

Policies: An issue was found where it was taking the user two saves in order for the "Is Primary County" selection to persist at save of a new coverage. The user would have to save the coverage the initial time, go back in and edit the coverage to add the designation again, and then, save in order for the System to retain it. The issue causing the problem was identified and corrected so the Primary County designation is now retaining at first save.

Yield Cup: In the 6.075 release, functionality was implemented for the new YC option. During internal testing, a bug with the Adjusted YC Yield that calculates and displays in the TA/YE/YC popup on the APH was identified. The values in this popup get calculated when the TA/YE/YC Recalc Utility is run and also on save of the APH. The bug found was that the System was calculating the YC Adjusted Yield all the time; it should only calculate when the Yield Cup could potentially apply. For example, a Yield Cup cannot apply when an inconsistent yield exists on the APH, but the TA/YE/YC Recalc Utility was still calculating a YC Adjusted Yield even if a scenario existed on the APH, such as an inconsistent yield, that prevented the APH from qualifying for YC.

With this ticket, the TA/YE/YC Recalc Utility and APH calculation was updated to only calculate the YC Adjusted Yield if Yield Cup can potentially apply. When YC cannot apply, "NA" will display in the TA, YE, YC comparison popup on the APH. Yield Cup cannot apply if one or more of the following conditions exist:

YC is not available in the OptionRate table for the RY/State/County/Crop/Practice (if applicable)/Type (if applicable).
At least one Actual/Assigned Yield does not exist in the APH database.
The Prior Year yield equals "0".
An RO Determined Yield has been applied to the APH.
The T-Yield has decreased by more than 10% from the prior year T-Yield.
An Excessive Yield exists on the APH.
An inconsistent yield exists on the APH.
Different Production Methods limitation applies to the APH.

ICE: For the 2018+ RYs, the Increased Coverage Election (ICE) product was updated in the System to now have the user select the policy option (i.e., AY, BY, BR, CY, or CR) at the time the sales record is set up. The policy page will then display the fields that are applicable to the ICE option. Any field not necessary for the Increased Coverage Election option will display with an "NA" in the field.

NOTE: You may not have a mix and match of ICE Policy options on a Private Product policy. If the user has multiple crops/counties with varying ICE options, they will need to write multiple ICE policies to cover each option.

ICE: In 2018, Pro Ag is introducing additional coverage options for their traditional ICE policy. The updates to the policy will be considered ICE Plus, and there will be 4 additional policy options for ICE (BR, BY, CR, and CY) that will add a coverage band to the policy. The traditional ICE policy format will now be noted as the AY option.

ICE: An enhancement was done to the Private Product Policy Register (Reports > Private Product Reporting > Policy Register) for the product of Increased Coverage Election for the year 2018. When a user selects the Product Line to be "Increased Coverage Election" in the 2018+ RYs, a new dropdown, ICE Policy Option, will display. In the dropdown, the user will have the option to select to print certain Increased Coverage Elections: AY, BY, BR, CY, and CR.

PriceFlex: An issue was found where PriceFlex was not bringing over all lines upon submit of acres. An enhancement was done to PriceFlex for submit of acres—upon submit of acres, all detail lines pull over regardless of the Practice on the placeholder line. The only lines that will not pull over are those that are: Prevented Plant, Organic Practice, High Risk, NLF, etc.
